The first valve needs to be open center, 3/2. This will control your cylinder. The second valve can also be 3/2 open center, but you need to put a plug in 1 exhaust port. When you flip the valve for the cylinder to go down and the motor to run, the air from the op side of cylinder is exhausted through the open center.

This required a pneumatic actuator, two pneumatic solenoids, a stepper and driver, and three limit switches, as well as the BOB space to handle all this control.
